"Study Times" published an article by Li Yunlin entitled: "Five features of the development of socialism with Chinese characteristics." The article notes that "the main features of the road to socialism with Chinese characteristics are: scientific development, harmonious development, innovative development, common development and peaceful development." The full text of the article follows:
Feature 1: scientific development
Scientific development is a people-centered development. With respect for the principle and sustainability of scientific development, we must give full play to the new type of industrialization with advanced scientific and technological content, good economic return, low resource consumption, little environmental pollution and better use of human resources. We prefer the road that can narrow the gap between urban and rural areas; promote economic and social coordination; promote harmony between man and nature; and expedite domestic development and opening to the outside world. There are five aspects: 1. focus on the objective laws; 2. focus on the characteristics of people; 3. emphasize growth throughout; 4. stress coordinating interaction; and 5. focus on sustainability.
Feature 2: harmonious development
Harmonious development means vigorously promoting social progress throughout; and building a socialist harmonious society in accordance with democratic rules, the law, and the principles of equity, justice, sincerity, amity, vitality, stability and order, and harmony between man and nature.
The resolution issued at the party's Sixth Plenum of the 16th Conference expounded on major issues for building a socialist harmonious society. It is a programmatic document guiding China's harmonious development. We should promote harmonious development according to the request of the CPC Central Committee. We should directly address the issues of utmost concern and practical interests of the general public; put forth efforts to develop social undertakings; promote social equality and justice; build a harmonious culture; improve social management; enhance the creativity and vitality of the community; coordinate the development of social and economic construction, political construction and cultural construction; and maintain harmony between human development and natural evolution.
Feature 3: innovative development
Innovative development means continuing institutional and technological innovation; promoting development through further reform and technological development; and striving to build an innovation-oriented country.
Institutional innovation serves as tremendous momentum for the comprehensive development of society. In order to achieve scientific development and promote harmonious development, we must adhere to the reform of the socialist market economy; and endeavor to eliminate all obstacles from institutional mechanisms to develop productive forces. We should also try our best to adapt the production relationship with the development of productive forces; and liberalize productive forces.
Technological innovation is the engine driving productive forces towards economic and social development. Science and technology is the primary force driving the development of socialism with Chinese characteristics. We should remember that "technology is the primary productive force;" revitalize the country with science and education; and integrate economic development and the development of science and technology so as to mutually encourage industrial development and technological upgrades.
Feature 4: common development
Common development stresses the joint development of internal public ownership as the mainstay and various economic ownership sectors as supplements. Through making some people rich first, we can gradually achieve common prosperity for all people. We should persist in implementing the mutually beneficial and win-win strategy of opening up; take advantage of global resources and markets; and integrate self-development with all-round, wide-ranging, multi-level, mutually beneficial, international cooperation, so as to realize common prosperity and build a harmonious world.
Upholding public ownership as the mainstay and common development of various economic sectors as a supplement is the correct way to adapt productive forces to the primary stage of socialist development – an inevitable demand of China's socialist market economy and the long-term policy of the road to socialism with Chinese characteristics. We have to, on the one hand, adjust the distribution of the state-owned economy and its structure; and increase the influence of the public economy. On the other hand, we must encourage the non-public economic sector to participate in state-owned enterprise reform; and provide them with financial services, public utilities, and infrastructure so as to guide the common development of individual, private and other non-public economic sectors.
Common prosperity is the essential requirement of socialism with Chinese characteristics, as well as the ultimate end to China's developmental road. Common prosperity means creating opportunities to let some people become rich first, and then achieve common prosperity by bringing the benefits to all people.
As a matter of fact, the road to socialism with Chinese characteristics is an open one. The socialist market economy is an open economy. China's all-round, wide-ranging, multi-level opening to the outside world has provided a powerful driving force to domestic economic and social development. We must adhere to the mutually beneficial and win-win strategy of opening up. On the one hand, by making use of foreign investment; introducing advanced technology, management experience and high-quality professional skill to China; and optimizing and upgrading domestic industries. On the other hand, by supporting qualified enterprises to invest overseas; expanding mutually beneficial cooperation and common development; and encouraging domestic development.
Feature 5: peaceful development
Peaceful development means carrying out a foreign policy of peace, independence and liberty; developing the country by striving for a peaceful international environment; and promoting world peace through self-development, so as to build lasting peace in a harmonious world.
In today's world, peace, development and cooperation have become irresistible trends. Deepening economic globalization not only brings new opportunities for world peace and development, but also creates conditions for a longer period of peace in China within the international community. We must uphold and make use of these strategic opportunities; and create a favorable international environment for China's reform, opening up and socialist modernization drive.
The above five features essentially cover the major characteristics of the socialist road with Chinese characteristics. It includes objectives and means, motivation and guarantees, and the external environment and interactive features of development; therefore forming an inter-related and indivisible unity. Of them, scientific development and harmonious development are particularly important in the construction of a society that is well-off. On the path to socialism with Chinese characteristics, we must carry the Deng Xiaoping Theory and "Three Represents" as the guide; adhere to scientific development in command of the overall situation; and expedite scientific development, so as to promote social harmony.
