Since China started its reform and opening up, the Communist Party of China has continued to emancipate minds and seek truth from the facts. It re-enacted the development strategy of China's modernization in accordance with the current national situation.

In December 1979, Comrade Deng Xiaoping set the goal for being "well-off" for the modernization drive in China. In September 1982, the Party's 12th National Conference announced the target of quadrupling the country's industrial and agricultural output value within the 20 years from 1981 to the end of the 20th Century; and making people's living standards increasingly better.

In April 1987, Comrade Deng Xiaoping further elaborated on the goal, and indicated that China will spend another 50 years, after it reaches the level of being "well-off," quadrupling once more the industrial and agricultural output value; and will increase the per capita output value to $4,000 USD. As of the middle of the next century, China could reach the height of moderately developed countries. This boldly demonstrates that socialism is superior to capitalism.

According to this concept, in October 1987, the 13th National Party Congress formally established a "three-step" strategic plan for modernization: first, to double the GDP by 1980 and resolve food and clothing issues; next, to double the GNP by the end of the 20th Century and bring people's living standard to a higher level of being "well-off;" and last, to raise the per capital GDP to the level of moderately developed countries by the mid-21st century, bringing Chinese people richer lives, and achieving modernization.

With the efforts of the Party and people of all ethnic backgrounds, China successfully accomplished the first and second steps of the "three-step" strategy at the end of the last century. People are now generally well-off and march towards the third step.
