On June 25, 2007, General Secretary Hu Jintao delivered an important speech at the Central Party School and emphasized the need to build a resource-saving and environment-friendly society. In October 2003, the Third Plenum of the 16th CPC stressed the coordination of urban and rural development, regional development, economic and social development, harmonious development between man and nature, domestic development and the opening to the outside world, so as to explore and promote new methods for coordinated and sustainable development.
In 2006, the State Council Information Office released the White Paper on"Environmental Protection in China (1996-2005)." It pointed out that the Chinese government would take on environmental protection as a essential national policy; and take on sustainable development as an important strategy. According to the report, China would stick to the road for a new type of industrialization and strengthen environmental protection in step with promoting economic development.
