On September 12, 1997, the 15th Party Congress report formally proposed that ruling the country according to law be the basic strategy of the Party. In March 1999, this proposal,"ruling the country according to law and building a socialist country ruled by law," was put into the Constitution.
On June 25, 2007, General Secretary Hu Jintao delivered a speech at the Central Party School, and stressed the essential strategy of ruling the country according to the law and safeguarding social equity and justice. Hu said that we must uphold the integrity of the party's leadership, and the people's sense of ownership; rule the country according to the law; and push forward self-improvement and development of the socialist political system.
