Strengthening compulsory education, eliminating illiteracy and improving the scientific and cultural qualities of the entire nation are important steps to building a well-off society. Heheng Village, in the town of Shengang, Jiangyan City in Jiangsu Province, is a pilot project village for new rural construction recognized by the State Ministry of Agriculture and Jiangsu Province. The construction of this ecological village began in June 2006. Now it is complete and ready for villagers to use. The first-phase of the ecological area includes 109 apartments for farmers. Designers of these apartments placed great importance on the ecological environment; and created conditions for the farmers to develop a "countryside tour" and energy conservation. All the apartments are equipped with methane-fueled facilities for cooking and heating.
After entering a new period of reform and opening up, Comrade Deng Xiaoping first proposed the concept of being "well-off" in December 1979. In June 1986, he continued with: "The so-called well-off life, whereas not necessarily a rich one; should refer to an easier life. China is a socialist country. We should benefit all the people by relatively equally distributing national income. There are neither overly rich people, nor are their overly poor people. Therefore, citizens generally lead a better and easier life. What's more important: we can enter the rank of countries with a GNP exceeding $1 trillion."
With the concerted efforts of the nation's people, at the end of the 20th Century, Chinese people began to experience a living standard that was considered "well-off." This is a new milestone in the development of China. In 2002, the 16th Party Congress analyzed the new situation and new tasks facing the country and the Party. Based on the proposal in the 15th CPC National Congress for the year 2010, the 100th anniversary of the Party and 100th anniversary of the founding of the new China, the 16th Party Congress put emphasis on building a well-off society; promoting economic development; improving democracy; advancing science and education; promoting cultural development; and constructing a harmonious society during the first 20 years of this century, so as to further improve Chinese living standards. The congress also set up policies and principles to fulfill this target. Now, Chinese people are making great efforts to comprehensively build a well-off society.
