Since the Fourth Plenary Session of the 13th Party Conference, Chinese communists represented by Comrade Jiang Zemin have accumulated valuable experience in ruling the Party, the nation and the army in the process of building socialism with Chinese characteristics; and have established the thinking of the "Three Represents."
In February 2000, Comrade Jiang Zemin implemented "Three Represents" for the first time during his inspection visit to Guangdong Province. He pointed out: "The reason why our party has won the support of the Chinese people is that, as pioneers of the Chinese working class, our party has always represented the developmental demand of China's advanced social productive forces, the orientation of China's advanced culture, and the fundamental interests of the majority of Chinese people in various historical periods; namely, the revolutionary, the construction and reform periods." Under new historical conditions, all party members and leading cadres should use the "Three Represents" to guide their thoughts and actions. In May, in Shanghai, Comrade Jiang Zemin stated that the "Three Represents" is the foundation for the Party's governance, the basis of its ruling, and the source of its strength. He then expanded on "Three Represents" thinking from different aspects. On July 1, 2001, the Chinese Communist Party's 80th anniversary, Comrade Jiang Zemin delivered an important speech in which he systematically explained the scientific content and mutual relationship of the "Three Represents;" and encouraged Party building in accordance with the "Three Represents." On May 31, 2002, Comrade Jiang attended the graduation ceremony of the provincial or ministerial level training class of the Central Party School, and emphasized that "the key to implementing the ‘Three Represents' is to advance with the times; the core is to maintain the Party's advanced nature; and the essence is to adhere to people-oriented ruling." The 16th National Party Congress in November spoke highly of the important, historical role of the "Three Represents;" and put it into the Party Constitution alongside Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory as the basic ideology of the Party. The second meeting of the 10th NPC in March 2004 put the "Three Represents" into the revised Constitution of the country; and established the guiding role of the "Three Represents" in national political and social life in the Constitution.
