On June 25, 2007, in his speech at the Central Party School, General Secretary Hu Jintao stressed that we must endeavor to build a socialist central value system; and consolidate a common ideological foundation for the entire Party and people of all ethnic groups of the nations, to unite and work together.
In October 2006, the sixth plenary session of the 16th Central Committee of the CPC proposed that efforts must be made to consolidate the ideological foundation for a harmonious culture and society; build a socialist central value system; set up a socialist perspective on honors and disgraces; and foster healthy social trends and a sound environment for public opinion.
The Decisions by the CPC Central Committee on Several Questions Concerning the Building of a Socialist Harmonious Society proposed that the socialist central value system consist of Marxist theories, the common aspiration of building socialism with Chinese characteristics, the national spirit centered on patriotism, the spirit of the time focusing on reform and innovation, and the socialist outlook on honors and disgraces.
