Since the Party's 16th National Congress in 2002, the Central Committee inherited and developed important thoughts on development from the third-generation central leadership; and took on a scientific outlook on development. It takes "development" as the primary goal; "putting people first" as the basis; "comprehensive, coordinated and sustainable development" as a requirement; and "unified planning with due consideration for all concerned" as fundamental means. In October 2003, the Decisions by the CPC Central Committee on Several Questions Concerning the Improvement of Socialist Market Economy, adopted at the third plenary session of the 16th Central Committee, pointed out that we must "put people first, and set up comprehensive, coordinated and sustainable development so as to promote the overall development of the economy, society and people." Thus came about the "scientific outlook on development" in a Central Committee document.
In September 2004, the Decisions by the CPC Central Committee on the Enhancement of the Party's Governance Capability, adopted at the fourth plenary session of the 16th Central Committee, emphasized that taking on a scientific outlook for development must be important to building the Party's governing capability. In October 2005, the Suggestions by the CPC Central Committee on Formulating the 11th Five-year Plan for National Economic and Social Development, adopted at the fifth plenary session of the 16th Central Committee, pointed out that we must guide the whole economy and society with a scientific outlook on development; stick to the principle of "putting people first;" update views on development; innovate the mode of development; and improve the quality of development, so as to switch the economy and society onto a track of comprehensive, coordinated and sustainable development.
In March 2006, the 11th Five-year Plan for National, Economic, and Social Development of the People's Republic of China, adopted at the fourth session of the 10th National People's Congress, pointed out that we must take the Deng Xiaoping Theory and the "Three Represents" as guidelines for promoting fast, sound and coordinated development of the national economy and overall social progress during the 11th Five-year Plan period (2006-10). In addition, we must use a scientific outlook on development to guide economic and social advances.
